Cannot send FBA Inventory despite being out of stock due to 'Exceeded Maximum Inventory'

I have a SKU for which I would like to send inventory, but when I do, I get a maximum inventory error.

Seller support cannot give meaningful information - what's going on here? This affects many of my own branded SKUs and some others.

You are at the limit already. You either have account level inventory restrictions, or amazon sent back overstock of this item within the last 180 days.
