Parcel on Hold Due to Unpaid Duties - Customer Responsibility
The buyer isn’t receiving the parcel from DHL because it is on hold due to unpaid duties. We shipped the item on time, and the delay is not on our end. As this is an international shipment to Canada, the customer is responsible for paying the duty. I believe there is an Amazon policy on this matter, but the support staff at Amazon doesn’t seem to be aware of it.

If this was an international sale from the dot com site, then, yes the buyer is responsible for any import / customs duties or fees.
If it was a sale on the Canadian platform however, the Canadian buyer must not be required to pay any duties or fees.
