I keep gettind ODR against me from shipping that is undelivered and purchased through Amazon Shipping

I have had 3 items now get lost by USPS after buying the shipping from Amazon. Around 10 different CS reps have told me to contact USPS for a refund. Obviously I cannot do this as Amazon is the one who bought the shipping, not me. For the first two I refunded the customers and got ODR for each against my account. I appealed both and was rejected each time with no explanation. No one will tell me what the issue is. I shipped them same day as the order came in, bought shipping that should have gotten there on time. Nothing more for me to do for it to get there on time. For this third one I cannot afford to get another ODR against me, so I am trying to find out what to do with it. If I refund the customer I am confident I will just get another ODR and store suspended. I could send out a new one. Or just ride it out and see what happens. Each time I contact help they are without use. It is like they do not read the messages and keep pasting in the text from the stock help pages.
