slow down! Before you do ANYTHING else, sort the forum posts by latest, mark "has replies" and start reading. Spend at least 2 hours reading from the top down. Believe me!
Then, head on over to Amazon's seller university. Make yourself watch EVERY SINGLE VIDEO until you fully understand it. It's not just called university, you MUST actually understand EVERYTHING in it, or you will end up with a suspended account, frozen funds and confiscated/lost/delayed inventory while you have bills to pay and can't.
Amazon RARELY gives second chances and most "mistakes" are final

To answer your initial question, you do not have to have the product for sale before registering with Brand Registry. I do recommend if you do list before getting fully registered, you understand our Brand Name policy where brand names CANNOT be changed after creation.
