Amazon Buy Shipping late USPS scan issue

Good afternoon.

We recently had 2 A-Z claims granted, where we shipped on time, but USPS or UPS did not scan timely for their first scan. Although we have Amazon Buy Shipping, our appeal was denied and the claim counted against our ODR and debited from our account.

Does the ship-by deadline actually refer to the first carrier scan? Is there any action we can take in these cases?
