The payment processing and the card being valid for an account are 2 different things.
A payment method "card" needs to meet a few criteria to be valid for an account. It must be a credit card, not debit or pre-paid. Additionally it must be in the account holders name (business or individual).

@Seller_Qbd0RsfZFEZBY is right, when you register as a seller, you must enter a credit card that will accept international charges and that has a valid billing address located in an eligible country.
