Never heard about it, but after googling it, it seems like a good way to fast track a Section 3 deactivation for your account.

I'm not personally familiar with them, but I've seen several people post about using them on the forums.
None of those posters has stayed around long enough to give any real insight, which IMO doesn't seem like a good sign.
