I believe, and I am not 100%, but the buyer has to open a claim.

Have you attempted to call the UPS dedicated line for Amazon sellers to request that refund: 1-800-711-5914?
It is available for scheduling a pickup, inquiring about weekend services, and filing claims of loss or damage
The UPS personnel at that phone number are trained to support questions from Amazon sellers.
