That's because it was not YOU who created that seller account.
As far as I know the primary phone number CAN be changed, but for doing so you NEED that first phone to confirm by receiving an OTP. Even if somehow you can get this former phone for a while, you will not be able to change the Deposit Method. The deposit method stays forever related to the person who CREATED that seller account.
