Is there any way to block extremely remote addresses for FMB. Once in a while we receive orders where we cannot meet the delivery promise. The system treats Montreal the same as the extreme north that is close to the arctic circle.

No it doesn't, you are allowed to have different shipping rates for the 3 Northern Territories (Yukon, NWT, Nunavut).
Only the lower provinces it treats the same.
