Amazon Reconciling Different SKU in a Shipment to Make Up for Missing SKUs in a Shipment

I recently opened up a case for a closed shipment as Amazon received less of certain items and more of a couple other SKUS. There were 3 SKUS missing items
SKU 1 Missing 49 Units
SKU 2 Missing 30 Units
SKU 3 Missing 2 Units
SKU 4 Additional 150 units than expected.
They allocated 81 units from SKU 4 in order to make up for the missing SKUs 1,2 & 3. & when the case was closed SKU only had 69 additional units than was expected.
It appears they are "replacing" items with not the same type of SKU, yet all the skus mentioned above are very different and have very different costs. Unless, I'm missing something, not sure how this can be done to make up for missing units.
