If you are sending it to FBA think long and hard about the packaging (as you seem to be).

It should withstand being dropped off the Empire State Building and being run over by a forklift.

In addition, Amazon has gone 'minimalist' in packaging for shipment. My last several shipments came in plastic bags. One was the package of socks (as sold in stores) with just the shipping label stuck on it.

At least the mail man didn't laugh at my choices. I'm considering buying some thongs just to get a chuckle out of him.

Footwear, regardless of material, must be packaged with no shoe material exposed, either in shoe boxes or in poly bags with a suffocation warning.

So, to answer your question, yes you can send in footwear using poly bags rather than shoe boxes. However, @Seller_kIukTwdhvntAp raises a prudent point in that poly bags will offer less protection for the item overall and may put it at greater risk than if it were in a shoe box.
