Why does AtoZ want to protect obvious fraudulent behavior?

A buyer initially requested a return, citing 'defective' as the reason, and then later opened an AtoZ claim. At that time, AtoZ requested an immediate refund upon receiving the return, and they closed the case.

However, to my surprise, this buyer managed to obtain a full refund using an empty envelope at the first scan. When I received the empty envelope, I found out that SafeT wouldn't assist because the case had already been through AtoZ.

After Seller Support's efforts, AtoZ reopened the case, and I reported the buyer's fraudulent behavior. However, AtoZ's response was, astonishingly, 'the buyer is eligible for a full refund' with no option for appeal. How could AtoZ not see this blatant fraud? What are they trying to protect?

Though AtoZ does not support fighting fraud, I feelit's my responsibility to report such fraudulent activity, but the responses from two reports have been that this isn't the proper channel for dealing with AtoZ. It must not the purpose of AtoZ function; but at this case, AtoZ has been utilized by buyer as umbrella to protect his fraud.

In such case, is there any other channel available to report this kind pro like fraud activity?
