Safe-T claim. A buyer claims " item not received" although the tracking info indicates otherwise

A buyer claims "item not received" although the tracking info shows otherwise.

Amazon refunded the buyer and mysteriously denied my Safe-T claim for reimbursement. Amazon didn't provide any justification for denying the claim.

Amazon's reimbursement policy states that when the shipping label is purchased on Amazon and the tracking indicates that an item was delivered, then it qualifies for reimbursement.

My repeated efforts to rectify were the issue were repeatedly ignored by Amazon.

How was the buyer refunded for the "item not received"? Was it through an A-to-Z Claim or a different process? Did the buyer file a return?

SAFE-T claims allow sellers using Prepaid Return Labels to appeal Amazon's decision to issue a refund to a customer, so I am checking if the order was eligible for that kind of claim.
