How to report a banned seller with a new account
A competitor of ours was banned from Amazon for having ripped off hundred of customers (they have like 600 negative feedback in 3 months). and taking orders they couldnt fulfil.
Now a new seller has popped up with the same range, having checked with our supplier they have confirmed this is the original competitor still trading - they are using different business details to have opened a new Amazon seller account.
Any way to report this?

Certainly this new account was created with completely different name and address, since one person can create only one seller account in a lifetime. So, it's difficult to report. Amazon will not do the FBI to research who could hide behind this new person. Just wait, he will have the same destiny like the first one.

The only way I am familiar with to report any other Seller for some type of Abuse would be from the Account Health Page.
It shows up on the upper left corner under the large Account Health header. Report abuse of Amazon policies, and there is a link embedded to select the correct category of the issue.

We appreciate your diligence in wanting to make sure our buyers do not have a negative experience with that Seller. If your Supplier can confirm that Seller is the same one that lost their Amazon Seller account before, chances are Amazon will find the connection also. They could end up in a Related Account situation, which would deactivate them anyway.

Just to keep things straight, that relates to suspended or other troubled accounts. In those instances, the seller must address the problems with the original account as opposed to trying to open a new one for circumvention purposes.
If a seller just decides to close his (healthy) account, that same account cannot later be reactivated. So the seller must - and can - open a new one.

you can't. I have a competitor running 5-7 accounts and Amazon does nothing. Along with other competitors listing violations such as taking up a UPC and offering a "free" item that is discontinued.. essentially blocking everyone else from selling that item. I've created cases but they do nothing. I've reported via the report tool and I all get back in " we can not take action because a violation has not been found".

File a report with the FTC and IC3. You can also request an in-person appointment with your local FBI office if you have sufficient evidence to support your claim.
It seems that they only way Amazon will stop these bad actors from continuing to make a profit for Amazon is if a government agency forces their hand.
