Error message - can't submit verification

I have the banner telling me that my account is in danger of deactivation due to the INFORM Act. I have filled out all the information and uploaded my ID and bank statements.

However when I try to submit for verification, I get this error message. I have been trying for 2 weeks. I have deleted everything, cleared my cache, and started over but it hasn't stopped the error. I have tried to request help through both phone calls and emails. The phone reps just tell me that I have to upload the info. The email responses either tell me to do exactly what I've already done or give me some random copy and paste response that has nothing to do with my issue.
