Brand Registry Issue/UK Account

I work for a small brand that had their UK store deactivated a few years back under an old employee. I'm working to launch a new brand in the US (we don't sell internationally) but getting denied by Brand Registry.

Working to appeal in the UK BUT there's an issue with VAT and we've never had it set up. The UK office of Online Selling is asking for a Case ID to process the VAT appeal? Has anyone had similar issues? I'm stuck.
