Hi Michelle

I think all Amazon sellers should only be allowed to start selling by fulfilling their own orders for at least the first six months or so.

They need to learn the process of making sales, shipping their items to customers, learning about customer service, and overall doing the right thing as responsible Amazon3P sellers long before they should be able to qualify as Amazon FBA sellers.
