Shipment has a discrepancy, box weight shows units were included!

My business is figure candles. I make and ship our candles to amazon myself. I pack each box tightly and leave no room to ensure shipping costs per unit are low as possible.
These products are handmade by me, the owner, in Long Beach, CA. There is no "proof of ownership" as the discrepancy case calls for except for materials that I purchase (wax) to make the units. except, I can prove that the shipment included the units using simple math and the weight of the box as reported by me and also the UPS store who weighed it before shipment.
I just am not sure what I can do to keep this from happening in the future and what I can do now.
The shipment says 2 of the boxes had less than expected units. Each box holds 20 units. 2 different FNskus show it was missing 9 and 10 units, respectively.
The shipping boxes I use are 17x17x17 which are standard and a full box will typically weigh between 48-50Lbs. Our products are packed in 16x8x8 cases (even if we select individual, they are packed the same way).
Each of these 17x17x17 shipping boxes fit 4 cases of product (16x8x8 case boxes)
Our Skull products weigh exactly 1/2 Pound and contains 20 per case, tightly packed.
A case of skulls weighs in close to 12lbs each box with packing material. or about 48lbs as reported to amazon when the shipment was created. 19 missing units mean that the 48lb box would weigh 12 pounds lighter. the 48lb weight I gave amazon and subsequently what was weighed by the UPS store I drop every package off both match.
The shipment included all the inventory as I pack them Myself and the shipment was also weighed by myself and then again at the UPS store when it was dropped off.
I certainly did not put rocks in the box to create extra weight. So i'm a little intimidated by amazon asking me for a "signed packing slip" Exactly who signs this if not me? and wouldn't that packing slip be in the box I sent amazon?
Any advice on how I can cover my bases and keep this from happening or to protect myself against improper counting at the warehouse is appreciated.

Don't argue or explain. Just give them what they ask, a signed packing slip. that is the way to go.

I shipped a 2lb box with 10 labeled units. I packed them myself. There is even a PROOF OF DELIVERY from UPS. As of today (this was 30 days ago) they closed the shipment with 0 out of 10 units received. They basically received 0 units. When I asked for reimbursement they said I was not qualified and that they don't have the units. I investigated the case and reopened the case and talked to dozen agents. I gave up. They lost or stole the stuff and never reimbursed me. If you look up the forum there are hundreds of cases like this. Amazon sucks!!!
