I am trying to create an FBA shipping order for just a couple hundred units of a sku from my Chinese manufacturer but Amazon is not letting me send that many.
The error message I am getting is "Units of this ASIN had pending long-term storage fee charges and were removed before the LTSF charge."
I did some research and, apparently, this error can come up if sell-through numbers are too low for the amount of inventory being shipped.
However, I have a whole new advertising plan in place to increase my sales.
Is there a way to let Amazon know this so I can send the whole shipment to FBA now?

Amazon doesn't care about your plan. It goes with what it knows -- your previous performance on this item. You also took advantage of removing units before LTSF would have kicked in which made you ineligible to send more back to Amazon.
Your best bet right now (imho) is to merchant fulfill these items. Then when you get traction on the product and enough time has elapsed you can FBA them.
