As part of Amazon's commitment to our customers, we do recognize that mistakes can made by carriers (such as USPS) during the shipping process. When items are reported to us as unreceived by a customer, our returns policy does allow for a refund.
As @Seller_OvL8C4BJWiuS9 mentioned, since we do require seller's to follow the Amazon return's policy, we do offer Amazon Buy Shipping services as a way to guarantee your shipping labels. When seller's purchase shipping labels outside of buy shipping, Amazon is unable to guarantee them and any issues with delivery are the responsibility of the seller. This does include refunds for issues with non-delivery and A-to-Z claims.
However, the Amazon Buy Shipping Guarantee does help protect sellers against issues of non-delivery as long as the package is scanned by the carrier on or before the Ship By date. You can read more about Amazon Buy Shipping below:

I have made this point numerous times on the Forum, but once again:
DELIVERY CONFIRMATION DOES NOT MEAN THAT THE PACKAGE WAS RECEIVED BY THE RECIPIENT.
One need only make a cursory search online to view MULTIPLE videos of packages stolen from the delivery address by "Porch-Pirates".
Due to this fact, please understand that:
1) Packages stolen by a "Porch-Pirate" STILL display as "Delivered" when tracked.
2) However, the designated Amazon recipient DID NOT receive the package because it was STOLEN.
3) Amazon itself, and online sales in general would suffer a HUGE loss of Consumer Confidence IF a Buyer was made financially responsible for Stolen Packages.
4) Such a Loss of Consumer Confidence concerning the safety of online purchases would Negatively Affect the online Sales of ALL online Sellers (including you).
Please take a moment to let these facts penetrate and be absorbed.
But here is the Good News on this matter; Amazon provides Seller Protection against THIS EXACT type of Loss you are complaining about.
It is VERY simple to take advantage of this Seller Protection. All one need to do is:
1) PURCHASE POSTAGE FOR THE AMAZON ORDER USING AMAZON BUY SHIPPING.
2) MAKE SURE THE PACKAGE IS SCANNED INTO THE CARRIER'S POSSESSION BEFORE THE CLOSE OF THE "SHIP-BY" WINDOW SCHEDULED BY AMAZON.
That's it! IF you simply follow this procedure you can sleep at night KNOWING that any "Con Artist" trying to "Scam" you by claiming they did not receive the package when tracking shows they did.
It will not be YOUR problem. It will be Amazon's problem.
It is Cheap Insurance against the VERY Losses you are complaining about. Buy it, you'll sleep better.

Apparently you do not know. that Amazon.com Buy Shipping is NOT AVAILABLE for Amazon Sellers from outside of US! Unfortunately, your advice to use Amazon Buy Shipping program is useless to us.
Amazon is allowing same Con Artis Customers OVER and OVER to place INR claims and and makes judgments of the claims to Con Artis favor over and over. THIS IS RIDICULOUS.
Amazon is not allowing sellers to block certain buyers or Con Artists, as eBay does.
Instead, Amazon is ignoring sellers reports and responding to sellers cases with RIDICULOUS copy-paste responses, and if you are insisting to receive any serious response you will be informed that they will not respond any more....
Almost every call you make to Amazon Seller Service you will be informed that this not their department and you are not allowed to talk to appropriate department, and they can only forward your message to appropriate department, and after day or two they will send you another RIDICULOUS copy-paste response message to your call.
Majority of our business is made on eBay anyway, and eBay have totally different approach to seller support without suffering HUGE loss...

The fact that you even KNOW about them is PROOF that they did NOT, in fact, get away with it. Even when the system works and catches the Bad Guy, you act as if there were no consequences.
And It is not a matter of belief.
Belief is something you hold to be true even though there is NO actual evidence to PROVE your "Belief", such as the "Belief" in God, whatever you personally believe that to be.
No, what I am referring to is actual FACT. I have seen enough ring-cam videos every year to KNOW that there ARE people who steal packages from other peoples doorstep. This is not a "Belief" that they exist, this is a provable FACT.
This is why Amazon offers Seller Protection by following simple procedures.
There is only ONE reason a Seller would choose to NOT purchase postage using Amazon Buy Shipping, and that is COST. I concede that there are alternate venues a Seller can use to purchase postage that DO cost less than Amazon.
But there is MORE to "Cost" than simply "Price", there is VALUE. Such as the Value of NOT having to worry about absorbing Losses on this matter.
IF a Seller REFUSES to follow these procedures and THEN gets burned in this matter, the Seller only have THEMSELVES to blame.
IF you choose to NOT purchase auto insurance and then someone hits your car, even if it is NOT your fault, you still get your license suspended.
IF you choose to NOT purchase good Health Insurance and then you get cancer, you get no oncology treatments in the ER nor from any Social Safety Net, you just get to go home, suffer, and die... Unless you can pay CASH.
IF you choose to NOT follow Amazon Policy and procedure to protect yourself from A-Z Claims arising from any "Problem with Delivery", and then you LOSE a Claim, you need only look into a mirror to find the responsible party.

Amazon is the world's LARGEST and most financially successful online selling platform, and the success of Amazon has created a significant amount of Consumer Confidence in purchasing online. This confidence has filtered-down to allow Buyers to feel SO comfortable purchasing online that OTHER, SMALLER and LESS well-known websites have benefited from this Consumer Confidence.

This is 100% fact. We're discovering many buyers that operate from foreign counties, buy the 3P items for export, and then say they never arrived once they have been delivered.
One recent buyer we had this happen to us on, had over 200 complaints of the exact same issue - and the Buyer gets their money back, their end customer get's our product, and the Seller is out BOTH the item, and the sales cost.

BUT.... My point remains a VALID one. Just because tracking displays as "Delivered" goes NOT mean that it was actually received due to "Porch-Pirates".
Please note that without Amazon Seller Protection using Buy Shipping an Amazon Seller is left WIDE-OPEN to (potentially false) claims of INR.
Personally, I NEVER ship without using Amazon Buy Shipping, and I also would NEVER sell internationally on Amazon due to multiple potential problems.

When shipping via any carrier, get the insurance and if the customer claims they didn't receive it, ask them to provide a signed letter indicating as much. This letter is all the proof you'll need for most carriers and will allow you to get reimbursed by the carrier. If the customer refuses to do this you may be able to use this as evidence with Amazon that the customer did receive it, however that is not likely, but you can use their correspondence as the evidence with the carrier that it was not delivered. You will simply have to tell the carrier that the customer stated in correspondences to you that it was not received. Otherwise, start using Fulfillment by Amazon and let Amazon deal with the shipping.

This has NOTHING to do with MY opinions or beliefs, this is simply because that is they way that AMAZON considers the situation.
Amazon has made it abundantly CLEAR in it's policies that UNLESS the Seller utilizes the protections provided BY Amazon, then Amazon WILL side with the Buyer in an A-Z Claim arising from Problems with Delivery.
In fact, Amazon sides with the Buyer at ALL times, it is just that IF an Amazon Seller follows procedure it will be AMAZON who refunds the Buyer Claim, and NOT the Seller.

Thank you for calling this out. I've noticed it for at least a year now and really bothers me too. The only thing I can do is return alot of Amazon things I buy (but I always make sure it was truly shipped by Amazon, and also something is wrong with it, like cracked cd cases which happen about 1 in 3, I don't return just out of spite, I'm just done with putting up with their poor service). It's bad to the customer and they are even worse to sellers. We only get canned responses, from robots that know nothing, except they've been programmed to give you the run around and make it impossible to get your money back, so you give up.
