You cannot use brand registry without a trademark. The trademark, at the very least, needs to be pending.
You can have your brand name approved without the need for a trademark or brand registry. You just need to create your product as normal and when you are prompted to get your brand name approved, you must send over invoices for your item as well as "live images"(images taken with a smart phone and no digital alternation) of your product with your brand name permanently affixed onto the item.
