Set up your shipments today with a pick up of tomorrow. That is the only way around it. It will NOT affect your ODR. Couriers in some provinces are working today. This is the message we received from our couriers:
UPS, Canpar, Purolator, FedEx, ICS and DHL will be closed on Monday, November 13th, 2023 in all provinces except Ontario and Quebec in commemoration of Remembrance Day. Pick ups and deliveries will not take place on this day. Regular operations will resume on Tuesday, November 14th, 2023.

In regards to your question about Amazon recognizing November 13,2023 (Remembrance Day in CA) as a holiday for MFN orders, it is important to share with you that for Selling Partners to know if the day was recognized as holiday for MFN orders t, Amazon has set a list of predefined holidays. The days considered holiday by the system can be seen on Seller Central by accessing Settings > Shipping settings. If you want to set a day as holiday that is not on the list, you can follow this help page Manage Holiday Settings.
