Amazon reimburses you as if you sold the item, minus all average associated fulfilment, and commission fees.

If you're receiving less than your cost back on the reimbursement, you need to raise your price, because even if you sold the item, you wouldn't be or be barely making money as the reimbursement is as if you sold it minus all fees based on your selling history.

When I say Amazon Policies are designed to screw over 3P sellers, this is exactly what I mean:

"In regards to your concern I would like to inform you again that After reviewing the reimbursement amount for FNSKU: XXXXXXXXX, we will not be able to make any additional adjustments.

Allow me to explain the reimbursement, please verify the below details.

Unit Value: 35.57 CAD

Unit Fees: 13.05 CAD

Net Amount (Value - Fees): 22.52 CAD

Since the units were in unsellable condition before the lost event, we have processed reimbursement for 50% of the net amount value for the units and as this decision is taken by our internal team according to the FBA lost and damaged inventory reimbursement policy no changes can be done in this case .

I do comprehend this is not the result that you were expecting and apologize for any inconvenience it can cause, but please take into consideration that we have to adhere to Amazon's policies."

Even the customer service staff know these reimbursements don't make sense because they can only refer to "Amazon Policies".

If something is not sellable on Amazon it doesn't mean the item has no value, but Amazon does everything it can to degrade the value of your products, and then they tell you arbitrarily how much they want to compensate you for it. They must really need my $5 profit to keep their shareholders happy, reverse Robin Hood.
