ASTM F963-17 no longer accepted for children's toys manufacturered before April 2024?

I have multiple products that were manufactured before 2024, and the compliance reports I submitted were based on ASTM F963-17 rather than ASTM F963-23.

Just a month ago, I checked the Children's Toy Policy Compliance section on Seller Central Help, and it stated that products manufactured before 2024 were eligible for testing under ASTM F963-17. However, when I checked today, that information is no longer available. It now only mentions that ASTM F963-23 is required.

When was this change implemented? Does this mean that, from now on, all products—regardless of whether they were manufactured before or after 2024—must be tested under ASTM F963-23?

Additionally, what about products that were manufactured before 2024 but tested after April 2024? Which version of the standard applies in this case?

If ASTM F963-17 is still acceptable for products manufactured before 2024, what types of documentation does Amazon accept as proof of the manufacturing date? My submissions keep getting rejected...

Hello @Seller_tJszyfC8dHa9P,

As an Amazon seller, I understand the importance of ensuring your children’s toys comply with all applicable safety regulations. Here are the key compliance requirements for children’s toys sold on Amazon:

  • All children’s toys must comply with the Consumer Product Safety Improvement Act (CPSIA), including requirements for lead, phthalates, and small parts.
  • Toys must also meet the ASTM F963-17 or ASTM F963-23 toy safety standard, which covers various safety aspects like sound, flammability, and more.
  • You must provide a Children’s Product Certificate (CPC) from the manufacturer or importer, along with test reports from a CPSC-accepted laboratory, to demonstrate compliance.
  • The CPC must include details like product identification, applicable safety rules, manufacturer/importer information, and testing dates/locations.
  • Tracking label requirements under the CPSA Section 14(a)(5) must also be met, with images showing the required information.
  • Amazon may request additional documentation or information to verify product safety and compliance at any time.

Regards,

- Manny
