Normally, if a buyer is not happy with a product, he/she would not buy it again. However, this buyer kept coming back to placed the same product and kept returning it. This is not normal behavior.
I tried to report this buyer under seller central -- account health -- report abuse, and report this buyer by create a case to relevant team. But all was failed. I got the answer that it is not a competitor inventory hold abuse. But i want to report a buyer abuse, not a competitor inventory hold abuse. How can i report a malicious buyer successfully? Hope someone can give me some advise on it.

You really can't. Amazon allows this to happen, as it doesn't cost THEM any money. They still make a profit in fact. So they don't care to protect sellers, only FBA.

Reporting the abuse does help keep a paper trail on bad actors. While it won't guarantee an outcome, doing this action at least makes it so actors are being flagged and not continue to go undetected.
