3PL FBA Send to Amazon Process

We have recently switched Amazon selling tactics and have started injecting FBA inventory direct from our 3PL partner in Vietnam. The first few shipments were fine. Then they started running into an error when completeing step 1b:

'Items in the carton don't have an FC eligible for all of them'

After doing some research, it sounds like too much time is occurring between step 1 and step 1b.

Currently I complete step 1. Let our 3PL partner know. They pick. VAS. Pack. And then proceed to step 1b. And then the error pops up.

Has anyone run into this issue? Is there an efficient way to do step 1, step 1b and then pick, VAS and pack?

Thanks for any guidance. I know you can pay $0.15 and have Amazon process the box contents. But that will add up.
