I believe the customer is cheating on us, because we paid the same shipment fee. Besides it's a 12lb package, there's no way we sent out an empty box. (FBM order)
And now she's threaten us with negative feedback, review and etc.

How did you ship? Tell the customer a worker must have stolen the item enroute and ask them for a written testimony to send to the office of inspector general/UPS. I heard that scares off some of them. Also ask the shipping company for a proof of delivery with their measurement of the package weight included.

Going to ask a few clarifying questions to get some more information!
Has the buyer opened an A to Z claim?
Was there a signature required for delivery?
As, @Seller_CxC3ZRTwqNem1 mentioned, getting a proof of delivery from the carrier that has the measurement and weight of the package can be extremely helpful in this scenario.
